X-Service-Code 기반 서비스 스코프 정책을 정의하고 관리자/일반 스코프 충돌을 제거한다.

범위

  • X-Service-Code 필수/선택 정책을 API별로 명시
  • 관리자용 전체 서비스 조회 허용 API 목록 고정
  • 스코프 위반 시 표준 에러코드 반환

작업 내용

  • 미들웨어/가드에서 스코프 검증 분기 정책 반영
  • X-Service-Code 필수/선택 API 목록 정의
  • 관리자 전체 서비스 조회 허용 범위 정의
  • 허용/금지 API 목록 문서화
